Supply Drops probably need some actual procedure as it's such an important part of the game. Each player should only use their own supply but within the parameters laid out. The procedure Airmax describes is nice and simple:

This would also mean that the NVA could interfere with one of the drops. Maybe all they can do is just "destroy" it so the US needs to wait for the next one. Do the NVA need drops? They are working out of a huge "base", right? and won't need them.
