bolt action under 500fps

DO you need to go the cert for a bolt action that shoots under 500fps? Watching the min engagement distance and all. And how does one go about getting the bolt action cert? Can't find the info anywhere.

You need lvl 2 certificate over 450fps-500 with 100ft MED and lvl 3 over 500 fps-550 with 150 MED. Usually a couple times a year we have the courses. Should be one in spring.
